Introduction
The Benguela Current large Marine Ecosystem (BCLME) Programme is a multi-sectoral, multi-faceted, GEF funded regional initiative involving South Africa, Namibia and Angola and is aimed at facilitating the integrated management, sustainable development and protection of this unique eastern boundary upwelling ecosystem. The GEF funded component of the BCLME programme was developed specifically to address priority regional transboundary issues and problems as identified through a comprehensive multi-stakeholder consultation process.

Through the BCLME regional consultation process several projects relevant to the future management and possible development of the artisanal fisheries sector were identified. This first research project LMR/AFSE/03/01/A, is concerned with gaining an understanding of the policy and institutional environment within which the artisanal fishing sector operates in the BCLME region.

Aims and Objectives
The overall aim of this project is to undertake a review and audit of the institutional arrangements that govern, and impact on, the artisanal fisheries sector in the BCLME region with a view to identifying inconsistencies and incoherencies and where appropriate, identify areas of harmonization or recommend in-country policy and institutional reforms.
